Obtaining a New Building Permit on Vacant Land

Required Documents

· Service Request Application Form

· Land Registration Deed and/or Inheritance Certificate. If unavailable, proof of ownership is required through a valid power of attorney or sales agreement, along with partners’ approval. In the presence of partners, a legal undertaking to preserve third-party rights is required.

· New Site Plan

· Recent Survey Plan Certified by a Licensed Surveyor

· Construction Plans Submitted for Licensing, Certified by the Engineers Association

Implementation Procedure

· Submitting a building permit application at the Public Services Center

  • The Engineering Department reviews and audits submitted plans, aligns building levels with street and sewer levels, verifies compliance with regulations, and prepares the ownership certificate
  • The application is transferred to the Accounting Department to open a building permit file and pay fees (36 Jordanian Dinars)
  • The application is returned to the Engineering Department to complete the file and attachments
  • The application is forwarded to the Mayor for approval
  • The citizen receives survey plans and ownership certification for signatures from relevant authorities and neighbors, and prepares architectural plans through an external engineering office
  • Receiving officially approved and signed plans from competent authorities
  • Upon preliminary approval, licensing fees are calculated and the complete file, including the permit, is prepared and submitted to the Building and Zoning Committee
  • File review and decision issuance by the Zoning Committee
  • Payment of required fees at the Accounting Department
  • Upon completion of all procedures, the file is signed by the Council President and responsible engineer, and the permit certificate is issued
  • The file is retained by the Engineering Department until foundation casting
  • The permit is delivered to the citizen by the Public Services Center
